Army awards $13 billion software contract to 31 companies
The Army tasked 31 tech companies — including D.C.-area contractors like Carahsoft Technology Corp., DLT Solutions and others — to supply it, the Department of Defense and other agencies with commercial-off-the-shelf software as part a $13 billion contract awarded Monday.
The 10-year multi-award, Information Technology Enterprise Solutions – Software 2 contract calls on the vendors to provide software and maintenance across 14 product categories to any agencies within the Army’s enterprise information technology infrastructure and info-structure.
Work on the contract is expected to be complete by Aug. 30, 2030, The awardees include:

This concept, designed to use biological elements of the human brain as sensors, is fast evolving at the Army Research Laboratory. The science is based upon connecting high-tech, AI-empowered sensors with the electrochemical energy emerging from the human brain. A signal from the brain, scientists explained, can be captured “before the brain can cognitively do something.”
Electrical signals emitted by the human brain resulting from visual responses to objects seen can be instantly harnessed and merged with analytical computer systems to identify moments and locations of great combat relevance. This is accomplished by attaching a conformal piece of equipment to soldier glasses, engineered to pick up and transmit neurological responses.
“The computer can now map it if, when a soldier looks at something, it intrigues them. The human brain can be part of a sensing network,” J. Corde Lane, PhD, director, Human Research and Engineering, Combat Capabilities Development Command, Army Research Laboratory, told Warrior in an interview.
