I think you have to look at the callousness of the suits who are telling him just what he has to do. He's not the only person in that condo building. They don't get a fuck about the mayor, other condo owners or the citizens of his city. He should have resigned long ago out of protest.
The feds he refused would stop that in 5 minutes. Sheriffs (not sure) and/or other departments have told him to go fuck himself when he asked for help. He hasn't shown thus far that he will protect them if they come.
If he calls in the feds now everyone will know because it's his own ass/property is on the line. Other Portland property owners whose assets he let get destroyed thus far will want to string him up.
His PCs acting all big and stuff talking down to POTUS should be the Wikipedia entry for hubris. There's no such thing as bad publicity in their world, I guess.
