Oregon Governor's New Portland Police Plan Goes up in Smoke as Neighboring Counties Say No Thanks

On Sunday, after internal polling became available the day after the deadly shooting of a Trump supporter in downtown Portland, Ore., Governor Kate Brown released a comprehensive policing plan to quell the riots. The plan called for federal, state, and county back-up support for the Portland Police Bureau. In addition to Oregon State Police, Brown’s plan requested the assistance of sheriff’s offices in neighboring Washington and Clackamas Counties. In a now-familiar pattern of incompetence, however, Brown failed to inform the other agencies of her request prior to going public. When informed of Brown’s plan, Washington County and Clackamas County both, not so politely, declined.

The statement from Washington County Sheriff Pat Garrett reads, in part:

At this time, I do not plan to send deputies to work directly in Portland. PPB is a terrific partner and I am very sympathetic to what they are enduring. However, the lack of political support for public safety, the uncertain legal landscape, the current volatility combined with intense scrutiny on use of force presents an unacceptable risk if deputies were deployed directly. Lastly, I support the steps outlined in the Joint Media Release by the Oregon State Sheriff’s Association and the Oregon Association of Chiefs of Police, and remain committed to work with partners and community leaders towards peace and an end to violence.

According to the Portland Tribune, Clackamas County Sheriff Craig Roberts released a statement and answered questions about his decision:

The Clackamas County Sheriff’s Office responded with the following statement: “The Clackamas County Sheriff’s Office will not be sending our staff into the city of Portland. We will assist the Oregon State Police with their calls for service in Clackamas County as needed while their resources are deployed in Portland.”

Clackamas County Sheriff Craig Roberts said Brown did not divulge her Unified Law Enforcement Plan with his agency before making it public. Roberts said if he had been made aware of it, “I would have told her it’s about changing policy not adding resources. Increasing law enforcement resources in Portland will not solve the nightly violence and now, murder. The only way to make Portland safe again is to support a policy that holds offenders accountable for their destruction and violence. That will require the DA to charge offenders appropriately and a decision by the Multnomah County Presiding Judge not to allow offenders released on their own recognizance, and instead require bail with conditions.”

Fort Hood Commander Removed From Post Amid Investigations Into Several Missing, Dead Soldiers

WASHINGTON — Gen. Michael X. Garrett, commanding general of U.S. Army Forces Command, is directing that Maj. Gen. John B. Richardson IV formally assume duties as deputy commanding general for operations of III Corps and acting senior commander of Fort Hood on Sept. 2. This previously-scheduled change in leadership will enable continuity of command as III Corps returns from its role leading the Combined Joint Task Force-Operation Inherent Resolve.

Maj. Gen. Richardson previously served as FORSCOM’s director of operations from 2019-2020, and was selected in March 2020 by the Department of the Army to serve as the next DCG for III Corps.

Maj. Gen. Scott Efflandt will continue to serve as the deputy commanding general for support and will remain at Fort Hood to assist with the reintegration of III Corps as they return from their mission supporting Operation Inherent Resolve.

With Maj. Gen. Efflandt remaining at Fort Hood, the Army will announce the name of a new commander for the 1st Armored Division, which Efflandt had previously been designated to lead. That announcement is expected in the coming days.

The Army also announced that Garrett will appoint Gen. John Murray, commanding general of Army Futures Command, and one of the Army’s most senior commanders to lead an in-depth investigation into the chain of command actions related to the death of Spc. Vanessa Guillen.

There are currently several investigations underway at Fort Hood which are tasked with reviewing a wide range of topics and concerns. Gen. Murray will roll those efforts into a more complete and comprehensive investigation that will delve into all activities and levels of leadership.

Murray’s investigation, which will be conducted under the provisions of Army Regulation 15-6, is separate from the Independent Review of Fort Hood, which began in August.

JPMorgan Chase Inc Says to Prepare for the Rising Possibility that President Trump Will Be Re-elected

Bloomberg writes that JPMorgan Chase are preparing their stakeholders for a Trump re-election win:

Investors should position for the rising odds of President Donald Trump winning re-election, according to JPMorgan Chase & Co.

Betting odds that earlier had Trump well behind challenger Joe Biden are now nearly even — largely due to the impact on public opinion of violence around protests, as well as potential bias in polls, said strategist Marko Kolanovic.

Based on past research, there could be a shift of five to 10 points in polls from Democrats to Republicans if the perception of protests turns from peaceful to violent, he said. People giving inaccurate answers could artificially skew polls in favor of Biden by 5%-6%, he added.

“Certainly a lot can happen in the next ~60 days to change the odds, but we currently believe that momentum in favor of Trump will continue, while most investors are still positioned for a Biden win,” Kolanovic wrote Monday. “Implications could be significant for the performance of factors, sectors, COVID-19 winners/losers, as well as ESG.”

CISA and FBI say they have not seen cyber-attacks this year on voter registration databases

CISA and the FBI issue a joint statement about election and voter database hacking threats after a misleading article in Russian media today.

The Cybersecurity and Infrastructure Security Agency and the Federal Bureau of Investigation said today that they have not seen any cyber-attacks target US voter registration databases and voting systems this year.

The two agencies issued a joint statement today after an article in Russian media had gone viral earlier this morning.

The article, published by Russian news agency Kommersant, claimed that a Russian hacker had obtained voter records for more than 7.6 million Michigan voters following an intrusion into the state's database earlier this year, in March.

According to Kommersant, the hacker also claimed to be in possession of voter records for Connecticut, Arkansas, Florida, and North Carolina voters, but in smaller numbers, and was making all the databases available for free on a hacking forum since July.

While most voter records in US states are available for free, the hacker claimed that at least the Michigan voter database contained fields that were meant to be private, such as emails and dates of birth.

CISA and the FBI say there was no hack

But in a joint statement published on Twitter today, CISA and the FBI claim that such a hack never happened. In fact, they haven't seen any cyber-intrusions into election systems at all.

"CISA and the FBI have not seen cyber-attacks this year on voter registration databases or on any systems involving voting," the two agencies said.

Furthermore, later in the day, Michigan and Connecticut state officials have also denied claims that they've been hacked, in statements released to NBC News reporter Kevin Collier.

The two states also reminded US voters that their respective voter databases are public, and anyone can obtain them for free, or by filing an FOIA (Freedom of Information Act) request, effectively calling the Kommersant report a non-story.

Nonetheless, this didn't stop today's Kommersant article going viral and causing panic among some US voters, with the report trending on Twitter US at one point earlier this morning.

The ludicrousness of thousands of Americans sharing a story from a Russian news site without questioning its reporting or authenticity was punctuated later in the day when both Facebook and Twitter announced they shut down a Russian-sponsored news site for misleading articles on US politics.

Powerful Magnitude 6.5 Earthquake Strikes Northern Chile - EMSC

Early readings of the Tuesday phenomenon from the European-Mediterranean Seismological Center (EMSC) recorded a magnitude 6.5 earthquake off the shore of Atacama, Chile.

The center's Twitter account revealed that the earthquake struck some 129 kilometers southwest of the Chilean city of Copiapó. Initial seismograph readings were revised from magnitude 6.3 to magnitude 6.5 within the first hour after the event.

The possibility of the event triggering a tsunami has been ruled out by the Hydrographic and Oceanographic Service of the Chilean Navy.

Eyewitness footage, like that of Twitter user Sebastian Antonio Tirado Rufatt, has provided netizens with a glimpse of the quake

Spanish-language testimonials spanning more than 600 kilometers from the quake's epicenter have claimed the quake was noticeable and on the stronger side.

Hours prior, Chile's northern coast was assaulted by a magnitude 6.8 earthquake, the EMSC reported. The event was followed by several aftershocks, one of which reached magnitude 6.3.

How the Catholic school system takes from the poor to give to the rich

Retail worker Kate McMahon was a single mother when Ashton, now eight, was born. It hasn’t been easy finding the money to send him to the local Catholic school, but she says it’s worth the struggle.

“I grew up in a divorced family, public housing, public school, so I made sure that I worked really hard … to be able to afford to send him somewhere better,” Ms McMahon, 33, said.

Ashton is in Year 2 at St Mary’s Catholic Primary School in Toukley, on the Central Coast. This year, the family will pay roughly $3,400 in school fees — an amount Ms McMahon has never thought to question.

Leaked documents seen exclusively by the ABC suggest hundreds of NSW Catholic schools are missing out under a scheme that will have diverted more than $300 million in public funding from the system’s poorer to richer primary schools by 2023.

Administered by Catholic school authorities and approved by the state’s bishops, the scheme aims to keep fees low for families in wealthy parts of Sydney, according to the documents.

It comes at a hefty cost for low- and middle-income families in the system, who are asked to pay much higher fees to make up the shortfall.

Ms McMahon is paying triple the amount parents at St Mary’s are expected to be able to afford, according to the Australian Education Act. The AEA assesses “capacity to contribute” (CtC) based on tax information about the median income of parents at a school.

“I … feel a bit ripped off now,” she said. “That money could have gone elsewhere.”

State and federal government funding for Catholic system schools in NSW — amounting to $2.8 billion in 2020 — is calculated based on individual schools but delivered as a lump sum payment to Catholic Schools NSW (CSNSW), the sector’s administrative body for school funding.

CSNSW uses its own “needs-based” model to distribute the funding to each of the state’s 11 dioceses, which, in turn, use their own “needs-based” models to allocate the funds to individual schools.

The details of these distributions have long been kept secret, despite the Education Act requiring system distribution models to be “transparent and publicly available”.

Former prime minister Tony Abbott has defended travelling to the UK where he took a swipe at Australia's coronavirus response, slamming Victorian Premier Daniel Andrews for running a "health dictatorship".

Speaking in London to the UK think-tank Policy Exchange, Mr Abbott said some of the lockdown measures taken in Australia had gone too far.

"My plea is for us to be very careful about further lockdowns because the consequences of lockdowns are enormous," Mr Abbott said.

He accused Mr Andrews of wanting to extend a "health dictatorship" by pushing for an extension of state of emergency powers in Victoria, a bill which passed in the Upper House overnight.

"There is absolutely no doubt that we had got to the stage in Australia of virtually zero community transmission, until the extraordinary ineptitude of the Victorian Government in the management of its hotel quarantine system produced what has been the biggest outbreak in Australia so far, responded to with the most severe lockdown tried anywhere in the world outside of Wuhan itself," Mr Abbott said.

He also blamed the media for spreading "virus hysteria".

"From a health perspective, this pandemic has been serious. From an economic perspective, it's been disastrous," he said.

It's believed Mr Abbott is in UK because he's set to join Britain's Board of Trade.

Mr Abbott later addressed a UK Parliament committee where he was asked about those reports.

He did not confirm or deny his plans, but did say that talks were underway.

Mr Abbott has defended his trip to the UK, saying he applied for an exemption to Australia's international travel ban in the "normal way".

He said the visit was privately funded and that he will foot the bill for his two-week hotel quarantine on return.
