simplicity is often best. Sometimes a person has already done the work and you merely look for them with 'free to reuse' and do a screen cap and that'a s meme.
and if you don't like it, then whatever.
other times someone is pleasing to see so I will make an elaborate meme of them as a portroit to flatter them

but when it's someone who is glowing in the photo, you can just post a screen cap. It says it. 'she's happy when she is social with her fans and likes to spread joy, and is powered up with her fans, and being able to give some small part of herself, even an autograph.
how could I caption it anymore than her smiling?
