Can confirm. When a "no" is entered into the system for either of those questions, it automatically triggers an order to administer the Influenza vaccine before a patient is discharged. IME, a patient is still allowed to refuse the vaccine before leaving, but administrators highly encourage RNs to make sure all patients receive it, ya know.. money and stuff. This article is saying they're administering vaccines under anesthesia, which is highly unethical unless the patient previously consented. They use wording like "biologics" to get around the system, and the normal patient doesn't know what that means, and usually won't ask. It's usually up to the RN to explain processes when getting informed consent, some of the MDs do a pretty lousy job.
