These are deep cover agents who get close to key people, i.e. they don't infiltrate an organization but target someone in a position of power already. They may use sex as the currency but there are other ways such as religious counsellor to do this thing.
Don't assume that it is a Russian although this is likely because they are good at this sort of thing. And don't assume it is a woman because in the Middle East some powerful men prefer young men. Also the agent coult be the procurer and supplier of young boys/girls for this powerful person.
Bottom line is that when you have an agent like this, they get "Intel good" kind of intel.
Q's drops are often a combo of disinfo for the clowns and hints for us to dig to educate ourselves on counterintelligence. Once the BOTTOM TO TOP process is over, we will have to spend the next two or three generations fixing things. There are still many, many people out there who will try to reestablish the corruption after they lose their leaders and their organization.
