Sentinel (FBI)

Sentinel is a software case management system developed by the US FBI with the aim to replace digital and paper processes with purely digital workflows during investigations.[1] There was a previous failed project called Virtual Case File.

 

The project started in 2006 with a $425 million budget. After several delays, new leadership, a slightly bigger budget, and adoption of agile software development method,[2] Sentinel was completed under budget and was in use agency-wide on July 1 2012.[3]

 

An audit of the program in 2014, two years after completion, revealed ongoing issues with Sentinel's search function, with only 42 percent of surveyed FBI employees indicating that they often found results they needed.[4][5] In spite of this, the audit was broadly positive, and found that most FBI employees reported that Sentinel enhanced their ability to enter and share case information.

The FBI awarded the original contract for the case management system toLockheed Martinin 2006, but an impatient Fulgham, who was hired in 2008 to get the project on track, decided to bring it in house in September 2010.

FBI puts Sentinel on hold

The FBI will delay starting new work on Sentinel, its web-based case file application, FBI Director Robert Mueller told a House panel March 17.

 

Mueller's decision to prolong Sentinel's second phase and delay additional work on its third and fourth phases could add $30 million to the project's price tag, Congressional sources told the New York Times.

 

Mueller told the House Appropriations commerce, justice and science subcommittee that the FBI is adjusting the system "so that when we roll it out, it would be successful."

 

"On the one hand there were certain things that users requested," Mueller said according to a transcript of the hearing quoted by Government Computer News. "Secondly there were coding issues and thirdly we want to make certain that the system when it goes out meets the,I guess it would bethe infrastructure requirements."

Agency used agile development and private sector know-how to finish its long-delayed digital case management system.

  1. Commercial software plays an important role. Sentinel is based in part on commercial software, a fact that's often overlooked because of all the custom coding and systems integration involved. Under the hood are EMC's Documentum document management software, Oracle databases, IBM's WebSphere middleware, Microsoft's SharePoint, and Entrust's PKI technology. Critics who say that Sentinel would have gone more smoothly if only it had been based on off-the-shelf software seem unaware that, in fact, it is.

One was that "several users lost partially completed forms and hours of work while using Sentinel," because it lacked an auto-save capability. In addition, "users also found the lack of an integrated spell checker unacceptable because most current word processing software includes this feature," the IG said then.

World War II

During World War II, Wilmington was the home of the North Carolina Shipbuilding Company. The shipyard was created as part of the U.S. government's Emergency Shipbuilding Program. Workers built 243 ships in Wilmington during the five years the company operated.

 

Three prisoner-of-war (POW) camps operated in the city from February 1944 through April 1946. At their peak, the camps held 550 German prisoners. The first camp was located on the corner of Shipyard Boulevard and Carolina Beach Road; it was moved downtown to Ann Street, between 8th and 10th avenues, when it outgrew the original location. A smaller contingent of prisoners was assigned to a third site, working in the officers' mess and doing grounds keeping at Bluethenthal Army Air Base, which is now Wilmington International Airport.

SENTINEL will contain sensitive information about individuals that is collected to support the FBIโ€™s multi-faceted mission. Given the wide scope of this mission, the critical importance of collecting information in support of it, and the uncertainties and vagaries inherent in law enforcement investigations and in threat detection and prevention, the risks exist that too much personal information about individuals will be collected, and that much of it will prove to be inaccurate and/or irrelevant. To mitigate these risks, FBI internal policy provides that personal information may be collected only if it serves a valid law enforcement or national security purpose, or is relevant to an FBI personnel or administrative function. Furthermore, an approval process will be used so that supervisors and other reviewers approve the insertion of documents into appropriate files. Use of this approval process ensures that only personally identifiable information that pertains specifically to FBI approved matters will be collected and used in SENTINEL. Part of this approval process will be to corroborate and verify the accuracy of personal information from available sources. In addition, security controls, including role-based access control and controls related to data sharing will be used to manage access to personally identifiable information and ensure that only individuals with appropriate need-to-know have access to data.

 

Furthermore, the investigative process is designed to ensure that any information that does prove to be inaccurate and/or irrelevant is retained only for record purposes. Rules have been put in place to ensure that documents are appropriately marked or, in some cases, purged. Training will be provided to all Bureau personnel on the need to ensure that only information that is necessary for mission-related purposes is collected and maintained.
