I always thought 'The black flag will fly above the dome' meant Isis flag flying above the dome of the temple mount.

Now Im thinking this means it will be the BLM flag flying above Congress. Schools are already flying it.

If it doesn't happen literally for Congress, it is already happening figuratively. But I think Congress will officially put up the BLM flag.
