These same cities also spent the most of their city budget percentage-wise on policing.
Of course they would target the biggest budget item when they need money,
with their ratlines dissolved for illicit gains on human and drug trafficking they are raiding the budget and need to free up funds to keep their pockets lines.
This shit is already funded, and the city council and mayor have a fiduciary duty to the citizens to allocate these funds in the customary and generally expected manner in the public's interest.
