What is felt is heavily dependent on the local geology.

In Socal you have a lot of loose rocky geological areas.

You may be right about it feeling weak in Florida because the ground is not as dense.

a 4.0 Earthquake in a midwest state or on the planes can feel like a 6.0 in Socal.
