Notice from the April article pictures that it was being established as something using Covid as the excuse and the means. Was pre-coordinated and funded partially by Portland City and the County. Star Park Festival Lots (Two separated “homeless” centers for two separate discriminated groups. Interesting approach.)
Has been under surveillance to allow intelligence to be gathered. It has to be allowed to happen so that it can be monitored.
