The AC is a good site, especially when you need a lot for your orders. But best practice says you start at the periphery and work your way up the arm.
That site never worked so its hard to say what it was intended for. I am just saying old peoples shitty assed hand veins arent really appropriate for running IVs through. Young people are different, their veins don't fall apart when you try to use them.
