In order to cheat with mail in votes, you don't need people voting by mail
You need
1) a comped registrar of elections, whether that be a local board or state, or the person at the top such as secretary of state - and these people are 99% Democrats or Uniparty Republicans. Someone has to allow new votes to be produced after Election Day
2) Piles of blank ballots (or, maybe, just printing equipment) and Democrats to sit in a room filling them out
