1) find someone highly suggestible (usually has prior history of mental issues)

2) befriend this person, convince them to join your super secret group to take over America.

3) give them the weapons and tools to carry out lone wolf attacks.

4) stand by and watch as they carry out said attack.

5) then move in for the kill and cover-up.
