I am no doctor but do have experience with old people being hooked up to an IV.

I am not saying it's an IV but the mark itself suggests to me some sort of medical care.

My theory is an IV because I've seen old people go into the hospital with very little energy. How Joe Biden acts reminds me of how these old people acted. Like. They'll be fine, alert, energetic for about 30 minutes then get tired again.

There is no way I can test my theory on Joe Biden himself but there is 1 thing we can pay attention to.
