for those who don't know, an indictment stops the clock for statutes of limitations. All those sealed court actions….statutes of limitations no longer apply to those.

for this reason, I believe q prioritized the first indictments to be those that were in danger of running out statutes of limitations. Once those are complete, then go for the big stuff where there are none, like murder, rape and anything that requires discovery to activate the clock, like fraud.
