when stuff like this happened in Alabama didn't the FBI do something when locals authorities were unable to provide charges or track down suspects?

in the case of Portland the local DA doesn't even pretend to be trying to prosecute the criminals.

Time for them to be dealt with. You can't murder people in the street and film it and get away with it no matter what some DA-craver wants. It's not a choice to prosecute when the evidence exists that a crime has been committed of such a serious nature!
