The product codes for covid related supplies were adopted in the HS2017 nomenclature starting Jan. 1st 2017.

However it is not before February 2020 that the HS nomenclature was updated to include covid related supplies.

So how can these items appear to have been traded since 2017?

Hypothesis: product codes have been around for a while, but remained nameless until February 2020. When the term covid19 was finally coined, and linked to the corresponding product codes, previously "nameless" trades from 2017 - 2019 suddenly emerged as COVID trades. This looks like one massive screw up by World Bank. Save to Wayback machine before it's changed!
