Not sure what the dinosaurs are supposed to symbolize exactly, but they are clearly saying that genetically modified bloodline members are out there in the wild. They appear to have been going beyond MK-Ultra into actually creating genetically modified humans that are more vicious but which can still be trained/socialised like their MK-Ultra super-soldiers and assassins.

If we simply took over ownership of the Central Bank
Then WE THE PEOPLE could use this interest income
To fund any services that are to the public benefit
Roads, and infrastructure, education and so on.
In fact, all the things that are currently funded by taxes.
If We The People owned the Central Bank
There would be no need for Income Tax or even an IRS
The interest income could be used instead.
So the only thing really wrong with the Federal Reserve
Is that it is stealing OUR MONEY
Fix that by taking ownership away from the thieves
And you have basically fixed the problem
Any other changes that might be needed
Are a lot easier when the public owns the Federal Reserve.

By the way, many of us older folks know that we have not much need of doctors, and we never take vaccines. We all had measles and chicken pox when we were kids and it was no big deal. We tend to take our doctor's advice with a grain of salt, and over the years we have learned enough about health to do our own research.
