I think the targeted arrests are removing the serious agitators. Very quickly, the only ones left aren't interested in violence.
At the same time, the agitators had been active, well known and looked up to by the dupes, so many dupes will be aware of the terms of the arrests. The risk of years or even months in prison is a REALLY good reason to stay home.
