Maybe if it was a bio-weapon it was designed to revert/mutate rapidly to be relatively harmless by the time it got back to them. They fucked up (or were sabotaged) and released it on themselves, then had to quickly spread it to the rest of the world as fast as possible before it lost potency. Notice they have never supplied a sample of the original strain for examination.
