With Executive Directive 51 and its unknown number of secret annexes, POTUS can declare a “Catastrophic Emergency” (defined as "any incident, regardless of location, that results in extraordinary levels of mass casualties, damage, or disruption severely affecting the US population, infrastructure, environment, economy, or government functions" (hmmm, like riots and pandemics?). He can dissolve Congress, have everything he orders be immune from judicial oversight, and can jail any reporter or social media tech giant official he wants, and replace any elected official in any city and state.

It's all there. It just takes his pen.
