For this to work, people have to be herded into a mindset where they look for others to tell them how to think/act, and not think by themselves at all. Making people frightened of taking responsibility for their own choices while at the same time taking on the role of authority towards others who are not following the "word" (experts and authority opinion).
A chain of Victim/Tyrant. The attitude is the same, jut the two polarities of that one attitude. Can't have one without the other.
Where do we see these tendencies? Hmmmm….
