There are many people under investigation for federal rioting violations. Videos of their activities are being used to identify them, and build cases.

Investigations of organized crime can take years. This is the biggest criminal organization in history, and is international.
Typically, the street-level criminals are taken down first, and used to go higher up. I believe the reverse is happening, and many of those at the top have long been locked up or otherwise detained. Arresting the ones in the street will be the initial action the public sees. This has already started with the targeted arrests that have occurred during the summer, which are still ongoing.
