I've wondered this, too.
The FBI has been accused of swooping in at the last minute and "saving the day" after setting up some ignorant patsy in a terrorist strike, but in Garland, the FBI was directly complicit in the attacks, failing to notify law enforcement on the ground that a terrorist attack was about to commence and to tackle the jihadis.
It wouldn't surprise me at all to see Brennan behind it. The FBI was going to let Robert Spencer, Pamella Geller, and even Geert Wilders get slaughtered.
