This is true, but It was a successful campaign. First we receive news that 44 is infiltraiting, so Q doesn't know everything they have, and some things are being done in secret. It's foolhardy to believe otherwise. With trillions at stake they can afford decent cryptographers to talk amongst themselves in secret so it's safe to assume we don't know everything.
