Instead, they have not only frozen the live feed yet again, but the frozen image is with the spillways closed. Worse, the accompanying sound is actually on a 55-second loop, and the sound is one from when the spillways were open.

So, is that looped sound covering up the sound of cement trucks and maintenance crews? Or is it covering up the sound of rocks and debris getting sucked under the dam or pulled through the stopped turbines?

China is losing massive face here. Add to that the supposed "stockpiling" of goods mentioned in the notables, and things must be pretty bad.
