This tech might work. Split the source image into multiple frames then run as GIF.

 

This example was made by hand and it looks shitty because it is flashing back and forth between black and white on entire blocks of the image.

 

To do it right you would need a program that deconstructs the source image into random pixel groups and then breaks those groups out into different frames with complimentary color values so that when played back it will look like the static image.
