The perpetrators were likely not nation states, but power networks that sit outside and above mere governments - using the personnel and resources of nations. If the truth is ever told, there will be nominal citizens of several countries that are ostensible allies of the US. Your proposed restrictions on dual nationality office holders should indeed be implemented, to make a statement about divided loyalties. But it wouldn’t prevent the infiltration and subversion of state apparatus by natural born Americans. I sense that you are looking at a single culprit for the events of that infamous day. The reality needs to be perceived with a different lens and focal point. The enemies are among those we call our friends and among ourselves.
