On the surface, sure.. it kinda seems like a great idea. Prison reform and all that jazz. But this is Newsom and California.. take nothing at face value. This seems awfully sinister. Or maybe I'm just a bit cynical.
That would be epic and prove to all the deniers that geo-engineering is 100% real (and being used for GOOD). I doubt that will happen, but it's nice to think.
