Asking because shills or troublemakers often use imprecise language ('Why is this notable?' vs 'Why should this be made notable?') simply to muddy the waters while leaving themselves a plausable deniability out.

Not accusing you of that intention; rather just hoping to throw a little light on a widely used ploy.
