Most DON'T. They cut deals with local NGO's to bring jobs (no jobs if there's no housing for workers) so the NGO's can bribe companies to locate there and support the community. The factories that may come because there's a job-base are also given years of tax forgiveness for bringing the business. The fuking "land-owner" pays for it all and they don't even own the land.
