They want as many school kids as possible to get stream education, getting used to having their "streaming corner" at home where they connect to the world. The longer they make a habit out of it the greater it will get 'trendy' in 10-15 years (Think computers, cell-phones timeline). The trendier it will get the easier it will be to make people gradually accept interaction with each others, community services and businesses this way, down the line spending most if not all time in the home.
