They can stop hurricanes. They just have to dust over top the clouds with black pigment or black soot while the sun is out. This heats up the clouds as they are not white and can’t reflect sunlight. This lowers the dew point. This will make the storm collapse. Best to do over the ocean because the bottom of it will just drop out.
