Remember the 3/5ths compromise before the Civil War when the South wanted slaves to be counted in the census so that the Southern states could have more Congressional Reps. And the North said no, so they compromised on every 5 slaves counted as 3 people. That didn't work out so good. Seems the Dems. are up to their same tricks. Trying to get more Reps. By Any Means Necessary.
