Since we know what's happening with Signal, here are some digs for Telegram app which is also being used by bad actors…

• App was founded by Nikolai Durov, Pavel Durov, and Axel Neff. The Durovs are Russians who are in "self-imposed exile" and are citizens of Saint Kitts and Nevis. Pavel Durov is part of the WEF Young Global Leaders for Finland. Neff also sits on the Board of Blackmoon Financial, a Russian financial technology startup company.

• Telegram's legal entity resides in London, UK while its operating entity is in Dubai, UAE.
