Originally, before Scaramucci turned virulently anti-Trump, I would say it meant bringing someone into a job temporarily for the purpose of clearing out the dead wood and bad actors nested in the associated offices. IOW, a classic big business hatchet man.
Might have another meaning now, not sure.
