Q has proven something many don't realize. You have to wait for the information (news) to reach the back of the bus before you do something about it to be socially "acceptable". It's the sure bet you win in the court of public opinion.
And with that, M$ advertises they were willing to buy out a spy network (probably with advanced knowledge) in order to keep spying on Americans.
