If they keep talking they are allowed to broadcast the ambient sound.
Youtube has tried to shut down RSBN repeatedly including pulling their livestream privs last year for exactly that. If you let the background music play they will shut you down..period. Last night they were live for about 3 hours straight before Trump arrived. Entire broadcast had Red doing the narration. They had to go SILENT when he took a water break to rehydrate.
