South Dakota AG May Have Left Scene Of Fatal Car Accident, Governor Reveals

In a tragic accident that could have political ramifications for South Dakota Gov. Kristi Noem - whose speech at the RNC helped cement her national profile - the governor announced during a Monday press briefing that Attorney General Jason Ravnsborg had hit and killed a man during a car accident Sunday night.

Offering what sounded like a flimsy excuse to many, including members of the press, the governor claimed that Ravnsborg believed at the time that he had hit a deer, and had simply driven on without stopping.

However, he had actually struck a man named Joe Boever, a 55-year-old from Highmore, who was discovered the next morning. The accident occurred around 10:30 local time.

The Rapid City Journal, which had a reporter at the press briefing, said information about who found Boever's body wasn't released, and that the High Patrol insisted that "all information is preliminary at this point" while they carry out an investigation.

Given the obvious conflict of interest when a state's top law-enforcement official is caught up in what has the potential to become a criminal investigation - leaving the scene of an accident is a crime, at the very least, so is vehicular manslaughter, charges that can carry serious penalties if the person commiting said crime is found to have been intoxicated.

Like Noem and the police said, we'll probably need to wait just a little bit longer for answers. In the mean time, local reporters have requested records, including any 911 calls, that may have been made about the incident.

Russia to extend $1.5 bln loan to Belarus

Vladimir Putin hopes that the information about the Russian loan to Belarus will have an effect on the financial markets

SOCHI, September 14. /TASS/. Russia will provide a state credit amounting to $1.5 bln to Belarus, Russian President Vladimir Putin said at a meeting with his Belarusian counterpart Alexander Lukashenko on Monday.

"We have agreed that Russia will provide a state credit [amounting to] $1.5 bln to Belarus in this challenging situation, and we will do it. As far as I know our finance ministers are addressing that issue at the professional level," Putin said.

Vladimir Putin hopes that the information about the Russian loan to Belarus will have an effect on the financial markets. "It is no coincidence that I mentioned the loan that Russia is planning to provide to Belarus in the near future. I hope this will have an effect on the financial markets in a proper manner," the Russian leader said.

The Russian president also suggested to his Belarusian counterpart that efforts should be made to restore trade, which had decreased due to the pandemic. "We now have the opportunity to talk about everything in a calm manner, but first of all, we should discuss economic issues," Putin said. He drew attention to the fact that the trade between the two countries had fallen by more than 21% noting that "it's a significant decline."

"This is not related to our work, it is connected with the global trends associated with the coronavirus," Putin stressed.

"We will fight the coronavirus together, and I am sure we will overcome the current difficulties facing the economy," the Russian leader said addressing his Belarusian counterpart.

Issue of Belarus' debt

Lukashenko said at the end of August that Belarus would negotiate refinancing of the republic’s state debt worth $1 bln with Russia. Russian Finance Minister Anton Siluanov said later that the terms and amount of the credit were discussed at the level of financial bodies.

Belarusian Finance Minister Yuri Seliverstov said earlier that the country is to repay a total of around $3.6 bln of its foreign exchange debt this year, of which $2 bln have already been paid. According to the data provided by the republic’s Finance Ministry, as of July 2020 Belarus’ external debt amounted to $18 bln.

Top HHS official accuses scientists of plotting against Trump, tells supporters to buy ammunition

The top communications official at the Department of Health and Human Services (HHS) accused career government scientists of plotting against President Trump and told Trump supporters to arm themselves ahead of the November presidential election.

In a Facebook Live on Sunday, Michael Caputo said the Centers for Disease Control and Prevention was harboring a “resistance unit" to Trump, The New York Times reported.

The career scientists "haven’t gotten out of their sweatpants except for meetings at coffee shops” to plot “how they’re going to attack Donald Trump,” Caputo said, according to the Times. “There are scientists who work for this government who do not want America to get well, not until after Joe Biden is president.”

Caputo reportedly hosted the event for followers of his personal Facebook page. His comments came after Politico first reported on Friday that top political HHS appointees have been interfering with the publication of CDC's reports on the pandemic.

Top House Democrats have now launched an investigation of the matter.

According to the Times, Caputo also warned Trump's followers to be prepared for an armed insurrection when Democratic nominee Joe Biden refuses to concede the election.

"When Donald Trump refuses to stand down at the inauguration, the shooting will begin,” Caputo said. “If you carry guns, buy ammunition, ladies and gentlemen, because it’s going to be hard to get.”

In a statement, HHS said "Mr. Caputo is a critical, integral part of the President’s coronavirus response, leading on public messaging as Americans need public health information to defeat the COVID-19 pandemic."

Caputo, a Trump loyalist who was installed as top spokesman at the agency in April, gave no evidence for any of his claims. But the attacks follow a pattern of top administration officials, and even Trump himself, blaming shadowy figures inside the government for the president's coronavirus response.

Last month, Trump without evidence accused the "Deep State" at the Food and Drug Administration for slowing COVID vaccine trials.

"The deep state, or whoever, over at the FDA is making it very difficult for drug companies to get people in order to test the vaccines and therapeutics," Trump tweeted.

According to The Times, Caputo echoed those claims to his Facebook followers, saying scientists “deep in the bowels of the CDC have given up science and become political animals.”

Report: College Board Became ‘Key Partner’ With Chinese Regime

Academic behemoth behind AP, SAT helped advance Chinese infiltration in K-12 schools

College Board, the academic giant that administers the SAT, served as a "key partner" for the Chinese government for nearly two decades, helping it establish controversial Confucius Institute programs across the U.S. K-12 system, according to a new report.

Hanban, the Chinese government agency responsible for administering the Confucius Institute, has worked with the College Board for years to place government-approved Chinese teachers in American high schools across the country, according to a new report by the National Association of Scholars. The initiative has allowed Chinese teachers to teach Mandarin to tens of thousands of students. The College Board has also helped Hanban set up more than a dozen Confucius Institute classrooms, placing an organ of Chinese propaganda in the heart of some public school systems.

The report sheds light on the Chinese government's vigorous attempt to penetrate the K-12 system, mirroring its infiltration of college campuses through the Confucius Institute. Rachelle Peterson, an NAS scholar responsible for the report, said the partnership raises questions about whether it is appropriate for such a trusted American institution to lend its support for Chinese influence-peddling efforts targeting the country's youngest people.

"The College Board's relationship with the Hanban appears to be unique—it is so deeply wedded to the Chinese government," she said. "China has been especially aggressive in seeking Western partners who can lend to the Chinese government a veneer of credibility and respectability, and the College Board has received those offers with open arms."

Beijing claims that the work done by Hanban and the Confucius Institute is benign cultural diplomacy that seeks to promote Mandarin literacy and Chinese culture across the world. Critics—including a bipartisan cohort of congressmen—disagree. They identify the language programs as a thinly veiled attempt by the Chinese government to promote propaganda among the next generation of American youths. These critics point to the fact that the Chinese government oftentimes vets the Chinese instructors for the education programs and bars them from discussing sensitive topics such as the ongoing human-rights atrocities in Xinjiang, Tibet, and elsewhere.

College Board did not respond to a request for comment.
