Are terrorists, domestic or not enemies of the United States?
If the answer is yes, then it's not only domestic terrorism, but making war against the United States, which is treason.

Simple. Beyond a certain rank all promotions are merely cleverly disguised political appointments. The military may be subordinate to civilian authority but it's still run by politicians inside and out. The only difference is that the ones inside wear a uniform instead of a suit, which is just a different type of uniform.
