You could be right
BUT
how many police budgets are transparent
so the citizens can understand staffing levels, overtime, pension liabilities, overhead, assets, financial commitments (like RE leases, vehicles), etc etc.
You make these claims without a whiff of sauce.
It's impossible to evaluate the truth of your statement, without specific detailed transparent sauce for every individual locality.
No doubt some municipal budgets are bloated. No doubt some padding of "hours worked" occurs in many places. No doubt some municipal employees are slackers.
But that STILL doesn't prove your statement is right.
