Not exactly. At the end of Bogus Journey they say their names as "little Bill" and "little Ted". It implies male, but as we see in part three the daughters are named Billie and Theadora. It's sloppy but it fits the continuation between films.

Despite that the film focused more on the daughters than on Bill and Ted. Plus there's Rufus's daughter and the woman ruler in the future.
Part one was a great film. Part two was mostly cheesy. Much of three was lame until near the ending, then it was good.
