Did anyone else think the 25/100% was a bit wierd?

I'm also guessing anon meant five eyes. Now again this maybe nothing and doesn't line up as a delta but following Q post timestamp is at 25 mins past the hour. (A bit thin? .. ?).

Maybe the 25 stretching it a bit, but I do think the 25/100% does not mean 25%
