However smoking does reduce the efficiency of lungs. A non-smoker, if healthy, may have a blood-oxygen concentration of around 98%, and there's a problem if it's below 93%. For a smoker, my doctor says 89% may be typical.

 

This is measured with a thing they clip around your finger for a few seconds. They don't have to prick you and extract blood. Lots of cool medical toys these days.
