there's a lot of blackmail and they also gained a lot of wealth and influence over generations
the people in charge behave like a tribe and always signal each other when someone's about to go down
they also have access to many weapons like nukes and can easily threaten nations and politicians if things don't go their way; they often negotiate things so they always benefit from an action (think professional merchants)
q first makes sure that many white hat assets are in place and the cabal can't fight back well enough before making a good move
