Biden Institute Board Member, Obama-Era Cabinet Sec Met With Chinese Communist Party To ‘Create More Ties,’ Visited Communist Propaganda Front
Secretary of State for Transportation Anthony Foxx – an endorser of Democratic presidential candidate Joe Biden and board member at the Biden Institute – collaborated with Chinese Communist Party’s propaganda groups to boost his city’s economic reliance on China while Mayor of Charlotte, North Carolina. Foxx served as Mayor of Charlotte from 2009 to 2013 before joining the Obama-Biden administration as the Secretary of Transportation. He endorsed Biden in early 2020, penning an op-ed to declare his support, calling Biden his “friend” and detailed their extensive collaboration while serving together in the White House. Foxx has also collaborated extensively with the Chinese Communist Party.
Charlotte, NC(CP). Foxx led a delegation to China with the purpose of “meeting with Chinese government and business leaders” in cities such as Beijing and Shanghai in 2011. The visit followed a newly-forged “EcoPartnership” between Charlotte and the Chinese city of Langfang. Through the Obama State Department initiative, Charlotte and Langfang collaborated on the “testing of solar power generation, substation and community battery storage capabilities, grid management optimization and energy efficiency initiatives.” Such collaboration is especially dangerous given the Chinese government’s penchant for intellectual property theft in the field of energy technology, which has a potential for military application. It also increases the likelihood of intellectual property theft, which, as noted by the International Trade Commission hemmhorages $107 billion from the U.S. economy annually and millions of jobs. The visit, occurring just days after Foxx won re-election, also sought to “grow the relationship between Baoding and Charlotte beyond that of a traditional Sister City.” “We want to create more ties to China, in particular, economically,” Foxx said ahead of the taxpayer-subsizied visit. Foxx was referring to “foreign direct investment” (FDI), a euphemism for the process that allows foreign nations – chiefly China – to pour capital into the U.S. in exchange for ownership, influence, and profit. The U.S.-China Economic and Security Review Commission’s 2019 Report identified FDI – an industry worth tens of billions of dollars – as a tactic where “the Chinese government directs Chinese firms to invest in and acquire U.S. companies and assets in order to obtain cutting-edge technologies and IP, fostering technology transfer in strategic industries.” Beyond the clear national security threat, collaboration with the Chinese Communist Party is also egregious in light of the government’s abysmal human rights record. Foxx’s trip, therefore, drew criticism, but Foxx brushed off these concerns as “what we have to do” and promised he’d offer “more to say” when he returned: “Entering into global marketplaces, creating opportunities for our businesses to do well in the global economy is part of what we have to do. You almost can’t pick a country where there’s not some international relations challenge. That’s generally understood, and I’ll have more to say when I get home.”
CCP ACCOMPLICE. Prior to his China visit, Foxx visited a Confucius Classroom, the elementary school counterpart to Confucius Institutes. These well-funded, controversial operations disguise themselves as language and culture initiatives despite being replete with “undisclosed ties to Chinese institutions, conflicted loyalties,” and espionage, according to the Federal Bureau of Investigation (FBI) and U.S. Department of Justice (DOJ). Despite these ties, in 2011, Foxx toured a fifth-grade classroom located at Waddell Language Academy to observe a Confucius Institute-sponsored class. According to Confucius Institute Headquarter’s recounting of the event Foxx “was very impressed and offered them high praise.” In contrast, the Trump administration has cracked down on Confucius Institutes, labeling them “foreign missions.”
