IMHO
only permanent government class would be prosecuted if their are any arrests, and that is still a big if, because they have the dirt on the elected class and keeping their secrets when charged and prosecuted would prove difficult.
this kind of prosecution would result in legal disclosure of crimes by the political class
like say HRC who would implicate 41,43, and 44 and their administrations
this would lead to all laws and policies implemented under these administrations to be under legal review, throwing America into a tailspin
