First order of business in the new congress would be to elect a speaker.
It's not NAncy who becomes president, it's the speaker. That person can be who ever has the majority of votes from the house of representatives. That vote will happen the first session of congress.
No he can't
POTUS can only dismiss the congress if the Congressm House and Senatem can not agree on a recess date. Then and only then can the President dismiss the congress. Never happenedm and the democrats would be dumb as fuck to bicker with the senate over a recess date, because POTUS would jump on the oppurtunity in a split second.
