You left out diagonals, odd / even, and inside counts. ;-)
Oh, and sum the date. If it's an odd number, divide the letters in a line by 2, and take the mod as a binary integer. Then use the binary representation to indicate the ascii character the message yields. Collect 'em all until you see EOC as the third, sixth and ninth letter in the final three lines. If the binary representation exceeds 512, discard enough of the first characters to reduce it to that sum.
Gradually, the secret message will be revealed.

I'm not a graphics guy. I've bought tablets and I've tried really hard, but it just isn't going to happen ... so, let me ask you this: could you use a .gif as a flip-book and count on persistence of vision to present the message?
Maybe zero wait time to take advantage of whatever the frame rate is and immediate repetition?
It just seems that the software probably isn't ready to reject a lower case "e" just yet, particularly if in some 1960's flowery font (similar to the Peter Max psychedelic posters we used to color in) inset against other flourishes.
